Having just registered I noticed that as part of the conditions was this little bit:

You agree, through your use of this forum, that you will not post any material which is false, defamatory, inaccurate, abusive, vulgar, hateful, harassing, obscene, profane, sexually oriented, threatening, invasive of a person's privacy, adult material, or otherwise in violation of any International or United States Federal law.

The question is why US Federal Law is mentioned separately, instead of being part of any International law?

Or is it a case that this is a US site, rather than a UK site?

The site is British - it was Manny who created it!

I guess it is simply hosted on an American server?

Although I created the website, the forum code is written externally by volunteers at SMF.

As it is their code, it is their terms and conditions and therefore, remains untouched by myself and any other website that uses SMF for their message boards.
