Greece international Stelios curled in a stunning shot to take Bolton up into fifth place in the Premiership.
Vincent Candela hit the bar for Bolton but Norwich again paid a high price for missing the chances they created.
The Canaries played some neat football, with Leon McKenzie heading wide and Damien Francis twice going close.
Not surprisingly, Bolton's search for a fifth successive Premiership home win saw them subject Norwich to an early bombardment.
The Trotters took every opportunity from Gary Speed's long throw, keeper Jussi Jaaskelainen's booming kicks and set-pieces, to shell the ball into the Norwich box.
But Craig Fleming and Jason Shackell at the heart of the Canaries defence refused to be bullied and Norwich not only kept a clear head from the initial battering but created three good chances of their own.
McKenzie headed wide from a free-kick and top scorer Francis twice went close but Norwich paid for their failure to take opportunities.
Eventually, Bolton's pressure told when yet another set piece was cleared as far as Stelios who stepped inside as Graham Stuart stood off to curl in a delicious shot from the corner of the penalty box.

Candela came within a whisker of adding a second and scoring his first Premiership goal with a rasping shot which shuddered the bar.
Norwich's task was to add to their paltry tally of six away Premiership goals this season, but their backs were firmly pressed to the wall at the start of the second half.
Norwich enjoyed long spells of possession and stroked the ball around neatly.
But they lacked either the wit to pick their way through or the physical power to batter down a resolute and well organised Bolton defence in which Israeli defender Tal Ben Haim was a towering presence.
As Norwich searched for an equaliser, Bolton invited them on, content to try and pick them off with the ever-willing Kevin Davies happy to chase any ball knocked into space.
Robert Green kept Norwich alive with a stunning save from an equally stunning volley from Fernando Hierro, and while Bolton only held a one-goal lead, Norwich were always in with a sniff.

"The second-half performance didn't emulate the first but the first half was good enough to win it.
"You are always looking for the second goal but it was another magnificent 1-0 victory for us.
And Allardyce paid tribute to matchwinner Stelios Giannakopoulos: "A bit of individual brilliance from Stelios won us the game."

"You know what you're going to get when you play Bolton but we had four of five decent chances and we didn't take them.
"That's the difference between the Championship and the and Premiership - it's a fine line and it's been the same all season.
"I have to give my players full credit for their attitude and aplication."
